President Benigno "Noynoy" Aquino signed Proclamation No. 265, declaring October 31, 2011 as a special non-working holiday in the Philippines.
October 31, 2011 falls on a Monday, that is why Filipinos will have a long weekend starting from Saturday.
Proclamation No. 84 (or the Official List of Holidays in the Philippines 2011) already declares November 1, 2011, as a special non-working holiday as a celebration of All Saints Day.
This means that for those who have no work or classes on Saturdays, it will be a four-day vacation.
Why October 31, 2011 is Holiday in the Philippines
The date October 31 has been traditionally declared a special non-working holiday in the country because it comes after All Saints Day, where Filipinos travel to their provinces to visit the resting places of their lost loved ones.This year, the government, through President Noynoy Aquino wants to "to give full opportunity to our people to properly observe the day with all its religious fervor" thus declaring October 31, 2011 as a special non-working holiday.
